Also just because you can make 400HP doesn't mean you can use it. Factor in clutch, axles if needed, suspension, and wide wheels with sticky tires. I see soo many people in the GTO community focus on HUGE power adn then not run good times because their car can't handle the power.
I have no first hand experience with VW though.

It's true. 400hp on a FWD is going to be a bear to handle. Top gear says more than 260HP is unusable. I only had 240HP on the 3000gt and I couldn't get any power down but that was probably more due to alignment and worn bushings changing the toe under load.
