There is no clear cut DOT law regarding a cage on the street.
The issue is the following:
Jeep Wrangler's have full Cages in them when the cars have soft tops. The only thing they have are pads on them.
YES Jeep wrangler's ARE crash tested with the cages so they pass and qualify strict NHTSA guidelines, but if your cage is a legit welded in cage, it should withstand the same impact.
SO a cage on the street can be argued to be legal or illegal.
Same thing with a RHD vehicle. People assume it's illegal because in most cases they have no clue and are ignorant to the laws.

Laws cannot be applied to certain individuals and cannot be broken by anyone. The law is the law is the law and is to be followed by EVERYONE, otherwise it's no longer a law.
