No shop is going to remove a cat from a registered/inspected car.. I belive its a fat fine.

Also removing cats will though a CEL unless your tuned and have the rear O2s turned off. I know in PA, you can only have 1 readiness sensor fail... if you have multiple cats I would assume there is a sensor for each and that could be an issue.
FYI, there is virtually no power gains form removing cats on a car... until you hit extremly high HP. Don't waste your time worring about it.
