No, its a hefty fine for a shop though. I beleive its in excess of $5000.
That being said, the easiest thing would be to simply gut the cat. Youll get darn near the same increase in power and sound, for zero cost.
My neon has two cats stock, one with an 02 sensor before and after, and one without an 02. The 2nd cat became clogged, so I removed the ceramic honeycomb from the inside of it. Illegal? Technically yes, but because the cat that I gutted was after the 2nd o2 sensor, the car doesnt throw a code, and still passes emissions.
