As stated in my first post, I wasn't driving, my friend was. I wasn't in the car nor near the car at the time. He just asked me what was wrong after it wouldn't start. I have never owned a car with a cold air intake but I have seen hydro-locking first hand.
I am not saying that water will always build up but there is a chance that it might happen if enough gets in there to start a positive feedback cycle.
