Want to do it so it lasts? Bulldog makes a plastic paint stripper. Takes the paint off, doesn't harm the plastic. Then use Bulldog Adhesion Promotor. Finally, spray paint. The Bulldog is an adhesion promotor and flex agent, so the paint will not only stick to the plastic pieces, it'll flex with them and not crack and flake off. Trust me, this is the only way to do it right. It should also work just as well on vinyl. And those little touch-up spray guns run about $50.
