There's more money in giving tickets then stopping murders, I think its as simple as that.
As for this being a new story its most likely just another case of "we need some new stories, pull out some old files and lets make one". The tactics they described have been in use for years! Nothing new here and stop thinking that Philadelphia is now spending MORE money on the issue
