Not in the winter it won't, the softer compound of the summer tires hardens up like crazy and there is very little grip to be had when the temperatures get down below 40 degrees or so. Winter tires or all seasons have much better initial grip in these low temperatures and are much more predictable. That being said, I will admit that about halfway through a run on summer tires they will get enough temperature in them that their grip levels jump up quite a bit but it's very unpredictable especially in front or rear wheel drive cars where you're working the throttle to put your power down.
