Cleaning a really really bad windshield.

My Altima sat for a month or so, while I was replacing the clutch. (long story of why it took so long, hospital & hour drive to my parents garage.)

It sat outside for two weeks, also.

Anyway after I got the clutch swapped out, and had it back on the ground I noticed that the windshield has a horrible coat of dirt. It's been a couple months, I've been cleaning it often, and it's still really bad. Does anyone have any tips on getting it off? I thought about using some kind of polish & my polisher, but didn't want to scratch the glass. Any help is appreciated.
