I think the brakeless fine is retarded. That being said, i also think that people who ride bikes without brakes are retarded. Most of them do it as part of an "image" of a biker. I have several friends who ride as messengers in the city and they all convey the same thought process.
The headphones fine is dumb as well. Whats the difference between having the radio cranked in you car, having a chatterbox w/mp3's in your moto helmet and wearing headphones on a bike?
