Calling it Vista2 is definitely not accurate nor does it make much sense. This is a significantly different OS. Yes, some visuals look the same as Vista, but that doesn't make it a Vista2.
Aside from the obvious features like the taskbar and organizational changes, this OS was written so that it can run on just about any computer, unlike Vista. W7 is very resource friendly. At my company, we have installed and tested it on 1Ghz fanless CPUs and it runs like a champ. Not happening with Vista.

Its based on the same kernel(the heart of the os) and Aero interface as vista, except it has a lot of tweaks and bugfixes that are specific to windows 7. But the basic architecture is that of vista. Same way that windows xp is really based on windows 2000.
The fact that its more resource friendly comes from the tweaks that were done to the kernel. However instead of just offering those tweaks in a service pack, they made it into a whole new OS.
The reason why window7 is so good is because for once, they didn't try to rewrite the whole OS from the ground up, nor did they make any major changes. They just simply kept what they had and focused on optimizing it and fixing all the things that people complained about with vista.
Im not trying to imply that windows7 is the same OS as vista. Its not. One is bloated, and the other is tuned. However windows 7 is not a complete rewrite of major components of the operating system like vista originally was. Thats why all current vista drivers work perfectly with windows 7.
