The easiest way to do it is to remove the intake manifold from the car and just remove the butterfly plates from the end of the upper intake runners. After you do that, just block off the vacuum line to the valve on the end and put the manifold back on the car. If you want to really delete the whole system, there are a few screws holding the shaft in place. Remove those and the valve from the intake manifold, but be sure you block/seal every hole from the where the shaft ran or you will have a vacuum leak due to those holes.
