Some places as long as there is no CEL and everything is fine when they plug in the OBDII they will pass the car. I have a 4" Turboxs downpipe with a custom highflow cat with bolt in flanges, i just swap between a "race pipe" and a cat. only takes about 20-40mins once a year.
