That is false. There is visual inspection. A lot of mechanics will just see there is no check engine light on and not car and just run the test. If they saw you weren't running cats and cared they could fail you on the spot. It is also illegal to remove cats unless they fail. If you check under my car though I do not have any. I know I will always pass inspection.
