RX7's can greatly benefit from new grounding wires. The wireing system is old and so are the grounds. Putting in some new ground wires along with cleaning the existing grounds will help.
Alot of FC's suffer from hesitation issues including the infamous 3800rpm hesitation. Putting in new grounds you will see better idle, better revving and all out better power. It should also take away the 3800rpm hesitation.
I did mine myself with some amplifier ground wires. I grounded the alternator, block, BAC, boost sensor both leading and trailing coils and ECU. After I did all of that it runs great! That was a few years ago. Just go to any car audio store and you can pick up wires and connectors for fairly cheap. I picked mine up at BOOMER Audio. The owner has a 3rd gen and is pretty cool.
I think I might redo it again. Same places just with thicker wires. I used 8 gauge an I want to change to 4 gauge wires.
I also recomend Teh Dirt for the grounding wires. I've seen his work and he does great craftmanship. All connections are saudered and the wires are cut to length.
