from what i got from your grammer .. It seems like you were speeding when he saw you the first time.. he did a u-turn got behind you and stopped you just after u crossed the state line.....He wrote you for the infraction he witnessed in NJ so its legal.. if he tried to stop you for something you did after your crossed the state line that would'nt fly..If you want to fight it, you can question the fact that he waited a while to stop you and you were in PA.. or you can play it safe and plead guilty and try to just pay the fine and not get any points.. I would call a lawyer to get some better adivce..
