The rules are expected to be followed, and each user is responsible for being familliar with them. When they are broken the appropriate action is taken. Both the rules and the actions taken in response to them are listed in public view.
The user in question was notified yesterday of the issue and even after that he continued on today doing the same thing, and as the rules apply, that results in a temp ban.
Its not for public discussion and I normally don't even say this much, so I'm going to cut it off here and just remind everyone of the obvious... know the rules and follow them.
