yea, it can be mounted on the swingarm or where ever you have it as long as it has a light and its visible its ok. And as for the turnsignals you do need them, for the rears they cant be integrated into the taillight and they do have to be 6 inches apart an cannot blink more than 120 times per minute. being that my dad had a shop and use to do inpsections that is what he told us we had to do to pass. i never put mine there i just got that small fender instead let us know which one you get post some pics
