I highly suggest that once you get the head off you find out what is going on with your timing belt setup. It seems like something is out of alignment and the belt is out of wack and it eventually pulled the cam enough to start contacting the head. Who removed the balance shafts, because that would be the guy I'd be pointing my finger at?

Just do not bolt on a new/rebuilt head before you are 100% certain that the timing belt, gears, tensioner and guides are all set up perfectly.
