I'd say that 400mm is the minimum focal length needed for the dam for most shots. A 200mm with a 1.4 and a DX body can do the trick. You will need to do some cropping, but a good time can be had just seeing these birds in person without the confines of a zoo, However, there are times where the birds land close enough that just a plain 200mm will suffice. It's a crap shoot. That's the reason I am looking to get either a 500/4 or 600/4.
