So I moved to PA from south jersey. bought a bike while i was in jersey and im trying transfer the title to PA. the lady said I have to fill out an MV41 which is a verification of VIN and it has to be filled out by a police officer or state trooper in jersey before i bring it over. how is that accomplished if i cannot ride the bike to a local station. im stumped. walk up to a local officer and say hey can you fill this out for me and come to my house. any advice Sarge.
