1.Give me a little more info on the placement and surroundings of the no thru traffic sign. Where is the sign placed? Is it in front of an apartment complex, someones driveway, a business etc. If its private property you could get a §3717 Trespass by motor vehicle if they have signs posted no entrance private property etc.

2.Advisory speed—The recommended speed for vehicles operating on a section of highway based on the highway design, operating characteristics and conditions. When posted, the speed is displayed as a warning sign; that is, either a black-on-yellow or a black-on-orange sign.

§3361 - Driving vehicle at safe speeds

No person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual potential hazards then existing, nor at a speed greater than will permit the driver to bring his vehicle to a stop within the assured clear distance ahead...

If you come bombing off an exit ramp with your tires squealing you should full expect to get stopped for a chat. 3361 (driving to fast for conditions) carrys 2 points.
