Without the vibrations and high rpms of an engine, for example, they cant be compared. I'm sure they can be made stronger too. And yes, quieter. Also, a belt will surely articulate better than a rusty ol' chain(i.e. less "drivetrain" loss). Only issue I can see would be that a belt would be less forgiving to inadequate tension. Verdict for a pedal bike= belt>chain.

im pretty sure belts eat up more HP than chains.
