What happens when you call in something you see on the road?

Ok so I have done this a few times so I want to know what happens when I do. As an example I was driving the wrx the second day I had it and was almost taken out by two idiots chasing each other down the highway. I followed one of then (they were going the same way I was) and called the police and I know an officer appeared and went over to the vehicle after I told him what I saw. Would he just give a warning? If I hadn't followed the person and just called in the plate number with a description and what they had been doing would there be any follow up?

if you call in something it is usually reported to patrolling officers, depending on the situation we may respond if we have a location or just be on the lookout for the target vehicle(s) but unless we have proof they did something we cant cite them off just your word
