VW- 95 2.0 Randomly stumbles at idle. between 800-1100 RPM's. Idle Control Valve?

What do you guys think? its a 95 2.0 5spd. At stop lights and in the driveway the idle will randomly jump between 800 and 1100 RPM's. Almost sounds like Im running an aftermarket cam.

Im thinking the Idle Control Vlave may need replacing. Thoughts?
