ok so i know most of the things Title 39 covers, careless,speeding, unclear plates etc...

i heard from a friend that his criminal justice teacher told him that within title 39 a civilian can issue tickets if they know the make model color and plate number of a car.... is that true?

and also that poilce officers are immune to all title 39 violations?

Yes you can sign a motor vehicle summons if you ar the victim of a violation. Police are not immune to motor vehicle violations. What I think you mean is that when operating a police car they are exemept from some.
