Ticket for inspection stickers
 

So I dropped my car off to get alignment and it currently doesn't have stickers on it and when the mechanic was taking it for a test drive after he aligned it got pulled over and I just got a 125 dollar ticket in the mail today. Isn't the mechanic allowed to be on the road testing it? I want to fight it, but just want to make sure it's a valid argument
