Out standing ticket

So apparently I have an outstanding ticket from two years ago but the state cops printer was broken and he said he'd mail me a ticket, I never received anything. Now I just got a summons for it. Is there a statute of limitations on traffic violations?

Also I don't know if its worth mentioning I got the ticket when I was 16 when I got the ticket I'm now 19
