The Florida Supreme Court has determined that blaring loud music from cars is allowed under the U.S. Constitution’s guarantee of the freedom of expression.

It shouldn't be because its safety issue to not be able to hear. Same concept as overly loud exhausts.

Yeah, I don't get where they are going with some of this stuff. It's illegal to listen to music through headphones while operating a vehicle, but it's illegal to talk on the phone in some states, unless your using a headset...
Illegal to text and drive, but legal to use your phone for other reasons.

Lucky for me my two sons had me install twin Kicker 12" L7's in the RAV4 so we are in compliance with Florida laws.

Something about people driving with headphones in really pisses me off. I am not sure if it's because I think they aren't able to pay attention/hear around them as well, or why they aren't using the car stereo.
