question with evo 8 16g

I'm buying an evo 8 16g td05hr and its going on a b18b civic. Question though, I'm looking for a downpipe flange.

I see them like this,

I'm confused with the second hole, do I need that one? Do I run a second tube into the exhaust from it? btw the turbo is internal waste gated if that matters, and I plan to keep it that way for now.

Never had an evo turbo before, this confused me, lol

woke up a bit and thought about it, I got it now...

one hole is for a dump tube, if you were running an external waste gate you'd block it off…. so both holes need to go into the exhaust
