Check here for a list of things they look for. The proper operation of the safety features (including headlights and taillights) is required.

Why haven't your fixed the lights already? Is it the wiring or the bulbs?

Wiring can be a real pain. Bulbs are easy, quick, and the usual problem. I was just wondering why you would go with bad bulbs.

As for the wiring issue do you have a meter or test light? At least you should be able to find out if there is the proper voltage to the socket. A bad ground or cracked socket/connector would be the likely culprits.

I hope you find it quickly.
