Did he run it low on oil? You will get the fault if you run out of oil. Did you try clearing it and see if it domes back. If it does then the engine is out of time. This is the order in which I would do the work.
Check the timing belt to see if the crank and cams line up. If If not, retime it. If they do line up and the fault is still there, you are going to have to remove the valve cover and check the timing chain to see if it lines up. If it not, you will need to remove the intake cam and the adjuster to retime it. If it is ok but the fault still remains the next thing you should probably do is an oil pressure test. Those engines have a really bad problem with sludging up, and remember it uses oil pressure to actuate the cam adjuster, so if the oil pressure is down then the cam adjuster isn't going to work properly. If it is low then you will need to flush it(VW recomends BG engine flush), and replace the oil pump pickup tube, and possibly the oil pump. You are also supposed to replace a bunch of hoses and oil feed lines, there a huge TSB about it. If all this is good and you are still getting the fault then it may need a cam adjuster, but they are pretty expensive so I would be sure that everything else is good first before you throw one at it. I searched vwvortex and abt 3 threads poped up. From what I've read sounds like either time for a timing belt service or a bad cam adjuster. I'm gonna clear the code and see if it comes back on.
