First things first is pressure test the cooling system and make sure it is holding a vaccum. Also check to make sure your fans are working and your radiator shroud is intact

95% sure its your head gasket, does your coolant smell like sulphur?

Im guessing its rpm related, since in the city your stap and go your not running the motor as much as on the highway. System, I would first check for steamy exhuast (smells sweet) and intermix (milky or greenish oil), make sure fans are operating. If thats ok I would buy new T stat, neck gasket and rtv, drain fill and bleed.
Is the overflow or radiator low at all? |

well it wasent the head gasget it was mad air in it i jut put new hoses on it and never bled a subaru b4 so i did it rong but i found it out how to and its cool now
