PA/DE Title info

Hey guys, I had a quick question. I am supposed to be mediating a family member who is selling their car to someone. I know both parties personally, so the issue isn't with that. My question is, the vehicle is currently titled in Delaware, but the new owner lives in PA. I know that the new owner can just go to a tag store and do MV-4ST to transfer the ownership to them. My question was, I know PA has a gifting form so that the new owner does not need to pay sales tax on it, but since its a DE title, is there a Delaware form I need to fill out?
I know that if you do the gifting form through PA, you do not need to file the Use tax that is something like $6 on top of the sales tax Which would be about $600 (selling price is $10,000). Any ideas on what I should look for? I am looking to do this next Monday, so there is some time.

Also, what boxes on the title need to be signed by the original owner to transfer?

I'm just curious why you don't just go to an actual notary to get a definite answer. But you can do it all at a notary in PA. They can file everything for you for both states.

I haven't done gifting before, but are you sure they do not make you pay fair value worth of taxes that way?

Usually I get the seller to write 1000 or something for taxes sake when buying a 4-5k car.

Which is illegal and although I've knocked maybe 10-15% off actual purchase price when at the notary, I do know of a few people that have been nailed and had to pay taxes to the book value months later (not on anything I've purchased/fixed/resold tho).


Did you know in PA you're limited to the purchase/resale of 5 vehicles per year before you need to get a dealers license?

Yea, at least like 2 years ago when I was really searching the requirements to become a 'legit' dealership.

Most I've ever done was 3 vehicle in a year tho.

Reason why i didn't go to a notary is because 1. I'm not going to be in the state when I acquire the title. I'll be in New York, and 2. I wanted to see if anyone here had done it personally. I've gone to title places that know a **** load less than I do about this, and they are supposedly "experts". So basically i'm hearing that it doesn't really matter if the title is originally from Delaware, as long as it is gifted through the PA paperwork. Is that a fair assumption?
