borrowing car/insurance question

I have always wondered this... people always use this as an excuse to not let me drive their cars "my insurance doesnt cover you"

but as far as i know people borrow cars everyday

is it legal to borrow someone's car? what would happen if they are in an accident? are they covered by my insurance? would my insurance go up?

I believe each policy varies, I know sometimes a person under a certain age is not allowed to drive a certain car per to policy rules
