NJ Inspection / Emissions

I have a Nissan 240SX built in Florida that I am bringing up to New Jersey. The thing is that it has been heavily moddified (400hp) and I don't know how I can pass inspection.

In the great state of New Jersey, we have strict emission laws. I am positive that the SR20DET that I have will not pass. Any ideas to get around this?

Besides emissions, should I be worrying about any other inspection infringement?

Someone was telling me about a fuel additive to lower your harmful gasses. Does it work? Does it ruin the engine?
