Its a spray on rubber coating. Its basically for dipping tools in for better grip but people use it for a lot more. It peels right off unlike paint but its extremely durable

wow that Charger you posted is awesome. Like the wheels only thing I'm not too sure about are the reflector deletes in the front, I think they'd look better black. Lookin' good though
