You misunderstood them. They have to get randoms due to the policy of the company they work for, NOT to get a cdl. I have had a class A cdl for damn near 4 years, and only was randomed by the company as per policy. Same with people who have been here for 30 years. My license is CDL:A TNP. That means any vehicle equipped with air brakes, double/triples, tankers and passengers. I dumped hazmat on the renewal because I didnt feel like taking the test again, or paying DHS for another fingerprinting and backround check. I figure if it was done once, why should I have to pay again? Anyway, yeah. Anyone 18 or older can get a cdl with no worries. You just need the vehicle to test/practice in. Randoms depend on the company.
