turbo 02 civic si

ok so i been up all night....im in the market for 2 car as of rite now a 91 turbo mr2 and a 02 turbo civic si....the si when started up the motor shutters as i think it needs a tune...but the car is kinda wired up to just drive wires everywhere...it has a greddy turbo kit. that shoulda came wit a e manage plug and play i was wondering if it did come wit this where would this be located ? and also do u think it safe if i drive the car without a tune? id get it tune ASAP but idk how many pound im running and wats goin on wit the car period it looks like it was just peiced together some one help me lol NOOOB here
