Speeding ticket

Got pulled over yesterday for "65.3 in a 45" and on the ticket the cop said he used a "Tracker" to clock my speed (I asked him what it was and he refused to answer me) and while I was speeding I slowed down way before I passed him. So my questions are, whats a tracked and how many points is 20 over? Should I fight this?
