philadelphia 2 tickets! red light and modified exhaust!

so i know i i can get out of the modified exhaust ticket... the officer stated that if i bring a receipt for exhaust silencers to court it will get thrown out... either way i plan to have some more info if it doesn’t go as planned... but my main question is can you fight and or get out of a red light ticket... i know for a fact the light was yellow, i have a witness in my car but so does the cop, so it could be he said she said... do i have a chance at fighting the red light ticket or should i bite the bullet and just fight the modified exhaust ticket.. also Philadelphia ticket info is ridiculously confusing... it says to plea not guilty to send bottom of the ticket and full amount of ticket cost stated on line #28 which on first ticket is 121.00 and second ticket 121.00, second option says if price is not listed to send 50 for collateral. it also states that if the price is listed and u do not send the full amount listed you will be marked as pleading guilty.... WTH is that crap... i don’t have 242.00 to send in just to plea not guilty.. so what do i do? thank you
