Interesting situation from a co-worker. Ticket from out of state, but was never there

This situation is interesting and I want to know what you think.

Coworker's brother got a notice in the mail from the Texas police about a warrant for his arrest. Attached was a speeding ticket for $300 and has his name and address.

He has since found out that there is now a second speeding ticket in his name/ address for $600 from Texas and the police are trying to get him to pay the fines.

The thing is.. My coworker's brother has never been to Texas or anywhere remotely close to it. He does for whatever reason (couldn't find out the reason) think that someone he knows in Texas has his license number and address. He claims that he has the only copy of his license and that there are no "dupes" out there


As it stands, he has a warrant for his arrest in Texas and $900+ in fines.

My question is.. How could an officer give a ticket without seeing a real license.. especially for out of state? and especially the second time.. for what seems to be serious speeding ticket..

So obviously the first question is if you're SURE he's never been there. If he hasn't, I would suggest he talk to the PD/court directly and let them know what's going on. If all else fails, talk to a lawyer here and in TX and see what they suggest.

If his license is in PA, he should consider filling out one of the following forms:
