nightshaded tail light laws in pa

I am thinking about taking a can of nightshade to my tail lights to make them a little bit darker. Light would still be emitted through them but I want to know if I am reading the law (or w/e I found) correctly. Or if this is the correct thing to go by:

This is the only thing I can kind close as to what the law may be. From reading this is sounds like as long as light can be seen from 1000 feet away at night time/during bad weather?

Since I don't know how dark this product will darked your lamps I can't really give a good answer. Just remember any changes you make to your car have to pass state inspection.
