It's not just one particular setup. It's all in the right parts and good tuning. You can't expect piggybacks and junkyard turbo kits to make that kind of power and be reliable. There's no reason 280-300 whp isn't acheivable on stock blocks as long as safe A/F ratios and cylinder pressures are kept in check. Here are two examples:

I used to have a stock head/block B18B in my hatch that made 306/267 @16 psi, 93 octane on a T3/T04E 57 trim, .63 AR. Drove that for roughly two years everyday, with frequent trips to Atco Raceway on BFG drag radials. Then swapped in a GT28RS, made 320/290 @19 psi on the same fuel. First setup used Hondata S100, then Neptune. There are no issues making this kind of power reliably. Not a D, but here's a 367 whp stock block ITR:

So as you can see, the blocks are not the weak link, its choice or lack thereof of fuel management.

civicboy - you've got PM

Chris - I have two B18B shortblocks with cracked #3 cylinders, doesn't do you much good unless you plan on sleeving. I have one freshly bored 81.5mm B18B block with crank. Ready for pistons/rods. Do you just need a replacement shortblock or are you building something?

building a mild ls/vtec with stock itr block components and a built head with buddy club valvetrain & cams. i just need a b18b block so i can go from there. how much for the bored out block w/ crank?

I have a D16a6 block with a D16y8 head I would like to get a turbo be for I move to orland in November can I get a ruff price. I would like to be able to make 250 to 300 Hp. And my motor is bulit and I would like to do this on 93 pump gas.

Are you OBD-1 or 2? When you say "built", are you referring to stock sleeves with piston/rod combo or sleeved w/pistons/rods?

Truthfully dont know my uncle did all of the motor work he has nos in there but never used it was going to be a track car but money got tight for him so he sold it to me and it has a zdyne ecu he realy didnt tell me much about it when he droped it off he said "It's ported-polished and bulit with nos lines and wiring not on the car yet (handed me wires) and it has crane cam (dont know what stage)" then he left that is what he told me for the motor so I dont know would you be able to tell me what I have it I stoped by?

If it's got a Zdyne ECU it must be OBD-0. Do you even know what year it is? Is it a Civic, Integra, CRX??? I have no way of telling what internals are in your block, or what type of Crane cam is in your head. What does the fuel system consist of? Your going to have to find these things out if you plan on turbocharging. Feel free to contact me if you want to bring it by.
