PA and near by state car dolly laws

Does the dolly need a PA registration? I was told no when i bought it, and only have a bill of sale some where.

Does the towed car need a valid registration, inspection or insurance? I have heard some states require some if not all on the towed vehicle.

I looked at the PA mvc but it seems to have no section dedicated to towing or trailers. Car dolly was not listed as a special use vehicle.
