(Out of State) Inspection Question

I have expired PA inspection stickers on my car, as does my brother. Now say we are driving in Delaware or New Jersey, which we live close to both, and we get pulled over for something like speeding or rolling a stop sign. Can we be ticketed for a bad inspection, when not in the state the car is registered in?
