Ticket for Expired PA Inspection on my "parked" car

My car has been parked for a while. I have not been driving it. I got a ticket left on my windshield for an expired PA inspection when I wasn't even driving the car.

Can that happen? I assumed you can only be ticketed for expired inspection if you are driving the car.

If I get an inspection tomorrow, can I get the $41 ticket waived?

Sounds like an ordinance violation. $41 is not the amount for an inspection violation fine.
