The last one I put together was in the fall of 2012. I used a few parts from my old PC along with a bunch of new parts. I designed and built it to be a quiet gaming rig. When its idle, its 2-3 decibels above the ambient background noise. Background noise in my apartment when I measured it was aroud 33 decibles. When I'm gaming I can't hear it over the sound of the games.
