When your reading a PA inspection sticker, if it says 9 on the left and 10 on the right, does that mean next inspection is due september of 2010 or is that october of 2009?? I know this is a dumb ass question but if it were due in 2009 wouldn't it be "09" and not just "9"?

that is correct. it is dude sept of next year.

all stickers have 2 years on them. the month is an insert that goes over the previous year. like if you were to have your car inspected now the sticker would say "09 10" and the insert would be placed over the "09"
