Atco - Test and tune days

So I just upgraded my turbo on my rx7 and semi-finished tuning it.
I want to run it at Atco to see how faster it is then with the stock turbo which I ran a 14.2 at 12 psi
I looked at their schedule and it says no time available....what the hell does that mean?

Do they mean no time slips available?
They cant time the run?
